Locations identified: Farakka Feeder Canal (9.438 km), Farakka to Haldia reaches (33.095 km) and river bend at Farakka (3.20 km). 
Status: Geotechnical investigations of Farakka Feeder Canal and river bend at Farakka have been completed. Revised DPR  for Farakka feeder canal has been submitted by the Consultant and is under review, and investigations for the Farakka-Haldia reaches is in progress.

Fairway Development

Revised Dredging Management Plan and Strategy for NW-1 approved on 2.6.2017.
Scope of work under the revised plan:
Provision of least assured depth (LAD) of 3m and bottom channel width of 45 m on the Farakka-Kahalgaon stretch (146 Kms) through Performance Based Assured Dredging contract. The estimated quantity of dredging required is 2.865 million CuM. Contract signed with  M/s Adani Ports & SEZ Ltd. on 09.04.2018. Value of Work:       ₹150.00 crore.      
Provision of LAD of 3 m and bottom channel width of 45 m on the   Sultanganj-Mahendrapur stretch (74 Kms) through Performance Based Assured Dredging contract. The estimated quantity of dredging required is 3.369 million CuM. Tender process in progress. ‘No Objection’ for floating tenders has been received from the World Bank and the NIT released on 12.03.2018. Pre-bid meeting  was held on 02.04.18 and the bid opening is scheduled on 26.05.18.
Provision of LAD of 3 m and bottom channel width of 45 m on the Mahendrapur – Barh stretch (71 Kms) through Performance Based Assured Dredging contract. The estimated quantity of dredging required is 3.232 million CuM. Tender process in progress.  ‘No Objection’ for floating tenders has been received from the World Bank and they are being incorporated before release of NIT.
Provision of LAD of 3 m and bottom channel width of 45 m on the  Haldia  - Farakka (351km) stretch through  deployment of departmental dredgers/SPCSDs. The estimated quantity of dredging required is 4.813 million CuM. Tender process in progress.
Provision of LAD  of 2.5 m and bottom channel width of 45 m on the  Barh – Doriganj stretch (109 kms) through Quantity based maintenance dredging contract ( Mix & Match – IWAI dredger + SP-CSD from Service Provider).  The estimated quantity of dredging required is 8.974 million CuM. Tender process in progress.
Provision of LAD  of 2.5 m and bottom channel width of 45 m on the  Doriganj-Ghazipur stretch (178 kms) through Quantity based maintenance dredging contract ( Mix & Match – IWAI dredger + SP-CSD from Service Provider).  The estimated quantity of dredging required  is 8.665 million CuM. Tender process in progress.
Provision of LAD  of 2.2 m and bottom channel width of 45 m on the Ghazipur - Varanasi stretch (133 kms) through Quantity based maintenance dredging contract ( Mix & Match – IWAI dredger + SP-CSD from Service Provider). The estimated quantity of dredging required  is 7.120 million CuM. Tender process in progress.
Presently, no dredging is planned on the Kahalgaon-Sultanganj stretch (50 km)  due to the presence of Dolphin Sanctuary. 
 

Construction of Multimodal Terminal at Sahibganj

Land 
Estimated requirement of land: 195 acres.
Date of appraisal by SFC: 16.02.2016.
Estimated cost at which appraised: ₹187.00 crore, including cost of R&R.   
Status of acquisition: 
Requisitions for acquisition of 183.13 acres of land for the main terminal filed with the State Government in May, 2015. Land for the terminal has been fully acquired and transferred to IWAI and mutation process completed. Out of 9.24 acres of land    for road connectivity filed with the State Govt. in January, 2016, 4.795 acres have been acquired.   SIA study completed.  
₹93.52 crore has already been paid towards land compensation. 
R&R:  
482 families have been identified as project affected families. Demands for inclusion of more families have been received by the District Administration, but are pending decision. 
Cost of R&R package released to the District Administration: Rs. 47.39 crores.
R&R package sanctioned to  482 families. Package transferred to 417 families. Transfer pending in respect of 65 families due to non-production of requisite records. 
Two Resettlement Colonies are being set up: The first one on  16.47 acre land in Samdanala and the second on 15.81 acres of land at Paltanganj. Land for both the colonies have been acquired.
Plotting of  the Samdanala colony has been completed and plots allotted to 288 families in the joint names of husband and wife. 9 families are, however, constructing their houses outside the colony, although plots have been allotted to them in the Samdanala Colony.
Work contracts for providing common property resources in both the colonies have been awarded.
A Notification has been issued by the District Administration to the effect that (a)  the construction of the house of  those PAFs, who have been released  the first instalment for construction of houses, but do not complete the same  by 30th May, 2018,   will be completed  by the Distt. Admn. out of the balance of Rs.1.50 lakhs due; and  (b) In cases where no money has been released, the houses will be constructed by the Distt. Admn.

Construction of new navigational lock at Farakka.

Land 
Requirement:14.86 ha.
Location: Farakka Barrage Project, parallel to the existing lock.
Approval for transfer of land: By Cabinet on 06.01.2016.
Cost:  ₹ 2.36 crore.
Date of transfer: 02.03.16
Crop compensation paid to 76 locally affected persons:  ₹4.48 lakhs.
The existing Navigational lock at Farakka (land measuring 7.155 Ha) handed over to IWAI on 06.04.2018
 
Clearances: Ministry of WR,RD & GR and NGRBA cleared the proposal.

Construction of Multi-modal terminal at Varanasi.

Land: For Phase-I(A)- 5.586 hectares already in the possession of IWAI at Ram Nagar, Varanasi.

For road connectivity: Connectivity: From the terminal to NH-7. Requirement of land: 1.415 ha. located in the Districts of Varanasi and Chandauli. Of this, 0.823 ha. (0.053 ha Govt land and .770 ha. private land) is located in Varanasi and 0.592 (Trust land) is in Chandauli. Date of filing requisition: 23.04.2015. Acquisition process in respect of the entire land has been completed. The status of payment and transfer process are indicated below. Rs. 5.61 crore has so far been paid towards compensation for 0.786 ha of land in Varanasi. Of this, 0.436 ha of private land has been registered in the name of IWAI; 0.297 ha of private land and 0.053 ha of government land are yet to be transferred to IWAI, although payments have been made. Payment of Rs. 0.84 crore for 0.037 ha of private land (owned by Shri Gopal Singh) is yet to be made due to conditions laid by the owner. Rs. 4.23 crores for the 0.592 ha of trust land in the Chandauli District has been released to Director, Patna for payment to the trust.

Clearances: The Standing Committee of National Board for Wildlife, in its meeting held on 15.05.17, recommended grant of permission for movement and plying of inland vessels through the Kashi Turtle Wild Life Sanctuary at Varanasi subject to IWAI taking the standard mitigation measures prescribed by the Wildlife Institute of India and conditions prescribed by the State Chief Wildlife Warden.

Civil Construction. Date of appraisal by SFC: 09.12.2015. Estimated cost at which appraised: 196.84 cr. for Phase-I (A). Contractor: M/s AFCONS Infrastructure Ltd. Date of award: 13.05.2016. Cost at which awarded: ₹169.70 crore. Terminal Capacity: 0.54 MTPA Start date of the project: June, 2016. Targeted completion date of the project: November, 2018. Physical progress: 60%. Financial progress: ₹ 96.58 Cr. Laying of foundation stone: Hon’ble Minister for Shipping, Road Transport and Highways on 12.08. 2016.

Construction of Multi-modal terminal at Haldia

Land: Requirement: sixty one acres. Status: 61 acres of land in the Haldia Dock Complex have been taken on 30-year lease from the Kolkata Port Trust. Registration of land has been completed on 23.04.2018. Cost: ₹40.22 cr. including one time premium. Released ₹3.25 crore for registration of land Clearances: MoEF&CC granted CRZ clearance on 06.11.2017. Civil construction: Date of appraisal by SFC: 17.08.2016 and 05.10.2016. Estimated cost at which appraised: ₹495 crores for Phase-I. Contractor: M/s ITD Cementation India Ltd. Date of award of work contract: 30.06.2017. Cost at which awarded: ₹517.36 crore. Terminal Capacity: 3.18 MPTA Start date of the project: July, 2017. Completion date of the project: December, 2019. Physical progress: 1.2% Financial progress: ₹ 54.29 crores. (including mobilization advance)

IBRD Loan approval

Loan amount: USD 375 million.

Status of approval: The Board of the Executive Directors of International Bank for Reconstruction & Development approved the loan (Loan No.8752-IN) on 12th April, 2017. Loan Agreement and Project Agreement relating to the IBRD loan of USD 375.00 million were signed on 02.02.2018 between the World Bank and the Department of Economic Affairs & IWAI.   The Loan Agreement and the Project Agreement have become effective from 23rd March 2018.   

 

Appraisal of the Project by PIB

Dates of appraisal: 03.01.2017 and  06.03.2017.
Estimated project cost: ₹. 5,369.18 crore. 
Recommendation: After resolving the issue of requirement of environment clearance for maintenance dredging, the proposal may be placed before the Cabinet for approval.  
Status: MoEF&CC conveyed on 21.12.2017  their decision that maintenance dredging in rivers do not require prior environment clearance and cleared the proposal for implementation subject to IWAI implementing certain environment safety measures prescribed by MoEF&CC.  
CCEA approved the project proposal on 03.01.2018.
